 "It is  a way to jostle for attention. in this context what is to jostle?

I �m not quite sure what the context is from your short sentence, but people shopping and waiting to be served at a crowded counter would move about, and perhaps bump or jostle each other when trying to get the shop assistant �s attention.
So pushing in front of others, and waving your arms might be a way to jostle for attention.

It probably means to try and get more attention than others.  "Jostle" suggests that there is some competition for attention and hence the need to "jostle".
