Yes - a more quiet place contrasted with a noisy place is OK - eg: talking about a restaurant.

This place is so noisy. Can we go somewhere more quiet?

Okay, it �s not really 100% correct since it �s obviously a comparison. HOWEVER, in everyday conversation people will use things like that. I don �t know why, maybe because it sounds better to say "more quiet" than "quieter"?! Wacko
