As Bruce pointed out the two examples were  "started" or "has started".  I would agree with Bruce as we are given the time as 5:00 p.m. When we know when the event started we use the past and not the present perfect.

I somehow see it as a tricky thing; I mean not yesterday at 5 or a clear past moment; thank u all so much
