I �m a little bit confused. which one is correct please:
She spared no effort or money to stand by those who needed her help.
She spared no effort nor money to stand by those who needed her help.

rather:she spared neither effort nor money.... and it is called double negation

I agree with meriem12 that "neither ... nor" is the best choice. Despite what the "rules" might say, in practice, we don �t use "nor" except after "neither". So, if we had to say "no" rather than "neither", we would use "or".
 
So, the best option is
She spared neither effort nor money...
 
The next best is
She spared no effort or money...

Again, I �d go with "or" (and I �m sure Douglas will agree again).
