Raising a campaign aganist bullying

I have been asked to be reponsible for raising a campaign against bullying in my school. I surffed the net for data but in vain . I was thinking about showing the students some tv antibullying commercials then giving students reading texts about bullying in classes and start talking about it in more details. Unfortunately, this issue does not have the sufficient attention from the school s administration. Moreover, my supervisior thinks that this campain will draw the students attention more to bullying and she is argueing that my campain will make it worse specially that the school s administration does not have any clear policy aganist bullies.
Now I am facing two problems. First, where and how to start my campain? I would really appreciate all your ideas. Second, what should the school administration do with bullies? How do ur schools respond to such problem?
