I don �t know if it �s still there, but years ago I stayed at Northgate Towers in the garment district, which was reasonably priced. Actually, I �m not sure of that name.

Most NY hotels are quite expensive but a friend of mine usually stays at the HOTEL YMCA WEST SIDE - 5 WEST 63RD STREET , 10023
It �s not a  but the location is excellent and the rooms are OK.
From Google:
"Ideally located, just off Central Park West and mere steps away from the Lincoln Centre, a short ride from Times Square and many more sights and museums, the YMCA West Side is just perfect for guests travelling on a budget. No doubt it was voted Best Elder hostel by the New York Tourist Board in 1997. The Leisure facilities are great and all the rooms are very comfortable. (Guests booking a twin or double room should note that these will consist of bunk-bed style bedding)."
