Hi colleagues!
 which tense should we use with the preposition by and the conjunction until ?
example: he (finish).................. his eduction by1998.
          he (not get).......................until 2002.

I would use the past perfect for sentence 1: "He had finished his education by 1998." It shows a completed action before a given time in the past.
 
For sentence 2, I would use the simple past, "He didn �t get [something] until 2002." Get is normally a transitive verb and should have an object, although we do say "get done" or "get finished."
