I �m only saying what I think I know: on behalf of means for, because of, for the benefit of , whereas in the name of sounds like you are speaking for someone else (it has religious overtones, doesn �t it?)

Usage:
On behalf of my wife and myself I would like to thank you all.
(The husband is speaking for his wife also, saying what she would wish him to say for her)
 
I would never use in behalf of.
 
In the name of is not usually used in the same sense as on behalf of in modern English.
It can be used in a religious sense �In the name of Jesus �.
We say to a child being silly:  � In the name of common sense, why can �t you behave yourself? �
To a scantily clad person: � In the name of decency, get properly dressed �
You can inquire about an insurance policy or bank account in the name of someone.
 
Others may have a different opinion. :-)

    Now I can understand why �in the name of � correct for this,but �on behalf of � not
      From ur comments I can deduce that on behalf of means �instead of � or something like
