In the North of England, it �s definitely plural - summer holidays. Any southerners around to comment? Maybe both forms are acceptable.

The two are correct, but we often use the plural to refer to the days of rest, recreation and festivity that we take during summer.However, if the holiday consists of one day only weuse the singular form. Consider the following example: The shops are closed tomorrow because it is a bank holiday.
