the sentence is used in exclamation to express surprise the same as this one: what big feet you �ve got ! ( with an exclamation mark at the end) In this case "what" is not a question word but a determiner.

What a ... can express surprise, but in this case I 100% agree with Lynne that it expresses admiration. A couple of other examples: "What a man!" (He is big and strong.) "What a woman!" (She has a fabulous figure, unlike mine, alas.)
