I can �t find anything wrong! "Who" is always singular so "is" is correct.

Right you are Bruce. Sorry, I meant when who was the subject of the sentence: as in Who is coming with us? Who keeps taking my things? etc when the verb refers to the who and not another pronoun or subject.
