I would call it a display rack. If it is used for displaying a particular kind of document, then it can be named accordingly. In a church, a "tract rack" is used to display religious tracts. Brochures are displayed in a brochure rack, etc.

Yes, a display rack, a display stand.  If it is for brochures we downunder simply call it a brochure display rack/stand, but if it is for magazines or newspapers, then it is just a newspaper or magazine rack/stand
