I need help with these sentences.

"In recent weeks they have sold (sell) many energy saving lamps. The price of electricity ........................... (double)over the last 18 months." - is it has doubled or doubled??

(Doubled would place it further in the past e.g. �The price of electricity doubled over the following years. � You are looking at something which no longer pertains.
