b. is just possible = meaning reading somewhere next to the library, may be in front of it.

That s a good answer, but we do say at , when in would make more sense.

Where s Mum? At the shop/ at the pub... etc. If you need to be precise, then in comes into play.
Meet at the library - probably outside. In the library - definitely inside.  I think both a and b are OK. Except word order for b. She s at the library, reading.

Isn t English funny? Why do we say on the bus, when we are inside the bus? Hey ho!

Both are correct, one focuses more on the fact that it is taking place inside the library, the other focuses on the location (geographically).  In this case I would use "in the library" in order to prevent repeating the word "at".

I agree with Douglas, but I wouldn t worry about the repitition of "at" (We in the US hate redundancy, even when it is just a repetition and not truly redundant). I would be more likely to say "at the library", unless I am standing near the library and need to make it known that she is inside.

I think we learn to say the wright way is "at the library" but no problem in usage of "In tyhe library"..
