I dont get this sentence pretty well.. is it "the assistant of the second in command official in a fire department " or the second in command official is the assistant himself" ?

It appears that he is the assistant to the deputy (the deputy is under the Chief-and most likely his second in command).
So, as you said, this person is apparently the assistant to the second in command. |
