Are these sentences both correct?

On the train there were 200 people
On the train were 200 people.

I �m afraid the second one isn �t correct, because the verb needs a subject. So, the first one is perfect.

On the train, there were 200 people: (Correct) Explanation: On the train is a prepositional phrase. there is an expression of place after which we invert the subject and the verb. were is a linking verb. 200 people is the compliment. You can also say: There were 200 people on the train.
On the train were 200 people: (Correct) In this sentence, you started with the prepositional phrase (on the train) which is an expression of place. This is why you have to invert the subject (200 people) and the verb (were).
Look at this example:
The car key is in the drawer. The car key is the complete subject. is is the verb. in the drawer is the prepositional phrase of place.
If you start with the prepositional phrase, which is a place expression in this case, you MUST invert the subject and the verb. So the sentence become: in the drawer is the car key.
