Is this sentence correct"Tom and Jerry is a famous cartoon series"
Is it correct or shall I write are instead?

Tom and Jerry is the name of the series. There is one cartoon but two characters.
Tom and Jerry is an American animated series of short films created in 1940 by William Hanna.

Write it in this way - "Tom and Jerry" is as famous cartoon series, and it will be OK.

Tom & Jerry is the name of the tv cartoon show so it is considered the third person of singular. All "plural" tv shows happen the same.
