Is it correct to say...?
 
Hi guys
 
I hope you �re well! I was wondering if �which is to say �  could be said instead of �that is to say �. I would love to have your opinion about it especially if you �re a native speaker.

Sure. The only difference is that "which" is a relative pronoun, so it won �t start a sentence. Even though "that" can also be a relative pronoun, in this case it isn �t, so it would start a new sentence.
 
I teach math, which is to say that I don �t currently teach ESL.
 
I teach math. That is to say, I don �t currently teach ESL.
