We say congratulations TO a person; congratulations ON an occasion/achievement.
Congratulations to Jenny! Congratulations on the birth of your new baby!
In your example, I would say "Congratulations to me!"

I must congratulate myself
I�d like to congratulate myself
I congratulate myself
