Plz help me correct the mistake on the sentence
 He has been in England during the spring of 2000

The adverbial phrase "during the spring of 2000" shows that it happened in the past, i.e. it is finished. so the tense must be past simple.
 
He WAS in England during the spring of 2000.

 The mistake in the sentence can be corrected in two different ways, depending on the meaning.
 
He was in England during the Spring of 2000. He is not in England now.
 
He has been in England since the spring of 2000. He is still in England.
