Students are asked to finish this sentence:
 
When there is not enough  water people............................................................
One student wrote like this: 
When there is not enough  water people move to a new place where the water is, 
That sounds strange, does n`t it?
 
How about this? (I`d write like this:)
 
When there is not enough  water people move to a new place where there is water.

I would count his answer as correct because, as there is a finite amount of water, which moves from place to place on the Earth via the weather �s water cycle, we can say "move to where the water is".
