In some countries there is a teacher assigned for every class , to be in charge of that class.
That means, that he/she is dealing with the general administrative tasks related to a class (absences, medical certificates, contact with parents...)
 
Is there a word in English to identify this teacher?

If you teach US English you should definitely use homeroom teacher.

In China, the English word is Head Teacher and is even expected to make home visits twice a semester.

I �m used to �Home Room Teacher �, too. The students have their �home room �, hence the �Home Room Teacher!

I �m used to the �Head Teacher � being in charge of all the teachers,�rather than being in charge of one class/classroom.�

In the UK, "registration teacher" can also be used, but "form tutor" is the most common phrasing.
