Dear colleagues,

 
I need help with the following questions
1. Is monitoring in the following sentence a noun or a verb? "Cameras and tags are not the only ways of monitoring our actions."
2. What is the difference between monitoring and surveillance?

To begin with, monitoring is a verb while surveillance is a noun
So, if you want to rewrite the sentence using "surveilance", I guess it would be something like this:
"Cameras and tags are not the only means of surveillance of our actions."

"Monitoring" is a gerund, which is a form of the verb, being used as a noun. You can be sure of this, because it is the object of the preposition "of".
