NEED HELP WITH EXPRESSION FROM A POLITICAL BOOK

Hello everybody!

Can you help me and explain the following underlined expression if you don t mind?

The incentive not to jeopardize the survival of the
government pressures members of parliament whose parties hold executive office
not to buck cabinet directives.

Thanks in advance,

To buck something is to work or even fight against it, so these MPs should not fight against directives from the cabinet.
