Which is correct?

Are there two possibilities?

Active: We hope that the UN adopts these policies.

Passive: We hope that these policies are adopted by the UN.

OR

Passive: We hope that these policies will be adopted by the UN.

Strictly speaking, ’we hope that these policies will be adopted’ matches ’we hope that the UN will adopt’....but there is no difference in meaning.
