choose the correct answer?
 
- We were in the hall having our exams ......................... there was a power failure.

2- during
3- when
4- but

Yes, no #3 is the most common & appropriate answer.

It could possibly be no #4 in a far less common (and more colloquial vernacular)  context.

because number 1 fails in (there was a power failure) as it is a short action...

 
2 fails because it wants Noun after it not a sentence..
